Wag the Dog
11. 6. 2010 / Jiří Šteg
The Expert Advisory Body for the Ministry of Finance and for the Ministry of Labour and Social Affairs (PES in Czech, which also means "dog") has completed its work and presented it to the public, government administrators and politicians a fundamental pension system reform proposal.
We are talking about a rather important material as extensive as the size of the task. For its preparation the expert body made use of the best world experiences on the area, which would as well fit the local Czech conditions. That body named Mr Janota and Mr Šimerka, who are specialists in non-political governments. We can consider ourselves lucky that PES was formed by independent experts. They are the following:
Vladimír Bezděk, until May 18th 2010 CEO and Chairman of AEGON Insurance and AEGON Pension Funds, active in the field of pensions
Marta Gellová, Secretary General of the Czech Association of Financial Intermediaries and Financial Advisers (afiz.cz) active in the area of pension insurances and other financial services
Jiří Rusnok, President of the Pension Funds Association (apfr.cz)
Pavel Kohout, analyst at the company Partners (partners.cz) active in the field of insurances another financial services
Jiří Fialka, co-owner of Deloitte (deloitte.com/cz), active in the field of audits and consultancy
Jiří Král, director of the division of social insurance at the Ministry of Labour and Social Affairs
Michal Frankl, from the Czech government administration
Klára Hájková, Deputy Minister of Finance
Jiří Hoidekr, former chief of the Czech Social Security administration
Vít Samek, member of the legislative council ČMKOS
This way, Mr Janota and Mr Šimerka, I strongly protest against the composition of the commission. How is that possible that experts from private companies that are active in the fields of pension insurance make up barely half of the member body of PES?
How is that possible that we find people working for ministries and other government bodies there? Nothing is left us but to hope that those experts will have a lineage at least on the level of that of Michal Frankl's.
Of course , I consider that the fact that in that body was a member of ČMKOS an unforgivable slip, which, however, is not possible to fix.
I just want to warn about it, so that similar blunders won't repeat themselves during the works on the health and educational system reforms.
